Councilman Rickey Cooke
Secretary of Enrollment
For thousands of years, Native Americans had no practice of "blood quantum", and often inter-married and inter-adopted between tribes. Also, with the influx of European colonizers, some were adopted into tribes. It was not until the Europeans started to steal the land that they implemented blood quantum laws for tribal enrollment to limit who could claim land and monetary rights. Unlike most Native American tribes, the Sakochee do not use blood quantum laws, as they are racist and outdated. We do not view a person as half native and half white; we view them as both.
Until 2024, the Sakochee had a fully open-door policy for enrollment; there was no application for enrollment. A person simply was an enrolled member by being descended from a Native American. However, in an effort to keep better records to serve the people fully, enrollment was closed to only those who can prove their heritage, either through a DNA test or records. We formerly estimated our enrollment to be more than 30,000,000 Americans. When we closed enrollment, we decided to start at 150,000 members, which is the number we had before opening enrollment in 2020 to the masses.
Enrollment with the Sakochee is exclusive to people who are descended from at least one Native American or First Nation person. Currently, the Sakochee have more than 100,000 members.
To enroll with the Sakochee, a person MUST be able to do one of the following:
